June 27 Meeting
Members attending--Brian H., Brian P. Sheryl, Betsy, Gerald and Barbara
 
Report from officers--Betsy--E-Waste Day set for 8/22/09 at Castle furniture (9Am-1P.M.) A van from the Pantry will be available for a council member to drive there to get cardboard, paper and bins. Linda will use template to make handouts advertising this and bring to next meeting.
 
Gerald--Relay for Life had a recycling booth but only got a few cans at collection.
Secretary--Minutes approved with minor changes.  Plan for
contacting SWA Hearing Recorder to get date of visits to landfill and scheduled  visits to be made and outcome  of these visits.
Treasurer--$690.70 in Treasury $28 in Petty Cash
 
New Business--Discussed meeting of subcommittee with Evan.  As a result of this:     1. Grant proposal went to Santa Fe with a request for $75,000 for bins at the transfer station and a possible person on site to oversee recycling. Still needed are letters of support from Community Pantry, Private Recycling Co(Gallup Camper Sales) and Gallup Sand and Gravel.  Members to obtain these and to take to Betsy within next few weeks.  A question came up about possible need for a bin to collect newsprint, and who in community would collect this--possibly Humane Society or Pantry.       2. A meeting of the NM Solid Waste Authority Board is scheduled for July 16 at 8:30 A.M. in Thoreau.  A letter was drafted to local board members with additions and will be sent before the meeting requesting that a recycling center be set up at the Transfer Station in Gallup.  Betsy, Sheryl, Brian and Barbara will attend. A representative of the NM Recycling Coalition will also attend.       3. Lynn provided a form regarding a grant for $2,000 sponsored by Green Chips and National Geographic--Brian will research 
 
Old business--Bins are still in Gerald's garage.  Sheryl volunteered to contact Caleb Bush re his picking them up for UNM.

June 6 Meeting

REPORT-CO-CHAIR-Gerald. 1.contacted Mike Enfield-He is trying to organize a county meeting around recycling and wants to get a city member-hopefully Evan
2. Report on task force Meeting in Farmington--A regional recycling center was proposed with Farmington Lobbying to have it there since they are already recycling and have a compactor.  If it were in Gallup however, it would activate more economic activity and provide more jobs.  Navajo Nation is thinking of setting up some convenience centers at sites such as Chinle.  Waste Management is ready to work with this
3. Kit South has resigned from the Solid Waste Management.  Next meeting is in Farmington in October.
 ACTION FOR MCRC TO TAKE: WRITE A LETTER TO SOLID WASTE BOARD STRONGLY RECOMMENDING A PROFESSIONAL BE HIRED TO TAKE KIT SOUTH'S POSITION.
Report Co Chair-Betsy--Care Phase II went in but no report yet .  Re Stimulus money--talked to Pete Kelly CDBG will not come in for another year. Report on Rural Recycling Conference in Albuquerque--Barbara
l. almost every small community in NM has a recycling program.  Reports were given with ideas from Angel fire, Santa Anna Pueblo, and Estancia. They have received grants and have bins in place at transfer stations, bailers, and community plans to collect and use oil, batteries, tires and cans plus a chipper to recycle yard waste.  A manual was obtained with ideas and information to use to set up a manageable recycling plan.2. it was recommended that regional recycling centers be set up including one for the Northwest Area.
ACTION PLAN--COMMITTEE MEETING ON 6/10 TO TRY AND WRITE A GRANT TO OBTAIN SOME STIMULUS MONEY--INCLUDE EVAN IN THIS
TREASURER REPORT--$654.70 in treasurery. IRS report to
be put in.
New Business--l. Community Pantry is planning a garden.   Suggestion made to start a compost program there .
2. E-WASTE COLLECTION DATE IS SET FOR 8/22/09
3.  The rest of the bins from the grant are in Gerald's garage ready for distribution

2. 200 students attended 4 Earth Day presentations by Betsy. At present there is no active recycling of metal in the schools

4. Bob Kuipers missed deadline for grant and will try again in Oct.
5.E-mail received from Pete Kelley- City Economic Development stating that there are no grants coming in for proposal for recycling and suggested that city (CDBG Grant) might be able to be used to do a recycling feasibility study

1. Rural recycling conference in Albuquerque 6/3-Barbara will attend.
2. Recycling Task force Meeting in Farmington 5/27 for Northwest N.M.- co-chairs will attend.

REPORTS FROM OFFICERS:
 
Betsy-Co-chair
1.Article in Independent-5 year conditional permit for Landfill and permission for a new cell--information not included re conditions and when it will be checked
 
2. The RFP to operate and set up the Recycling center has been posted with no subsidy by county.  No bids were made on this.
3.Another RFP was put out for a consulting firm to set up recycling strategies and plan for McKinley County.--Betsy proposes that CONNECTIONS AND MCRC put in a proposal for this since MCRC has been working with recycling.  She will talk with Larry Winn from Connections re this
 
4. Bob Keipers reported to Betsy re the Gallup City Council Meeting--some discussion of recycling occurred but no plan was made--voicing lack of money--question is their any money from stimulus package for recycling? Betsy will talk to Evan re this.
 
Gerald-Co-Chair--There has been some progress on the recycling site but he did not observe any actual work being done
 
Linda-Treasurer--No activity  $1209.80 in treasury
 
Barbara-Secretary--The copy of the SWA Hearing proceedings was received on e-mail but there are  too many pages to print out.  She forwarded a copy to Gerald and will keep copy on her computer.
 
New Business
1. It was decided to have refrigerator magnets made with the MCRC logo on them instead of t-shirts.  An order was put in for 1,000 at the cost of $420.00
2. A request was received from the Gallup Catholic School Art program for support of Recycled Runway where the students are taught to make fabric and designs from recycled materials.  A donation of $50.00 was made.
 
Old Business
1. Election Cycle--few members voted--results will be used for renewing the incorporation
2. E-WASTE DAY-new flyers will be put out--The Community Pantry will be open for people to drop off paper and cardboard and any group which wants to may have a table to celebrate EARTH DAY.
3. WEB PAGE IS IN PLACE-- go to MCRCNOW.ORG--there are other links to places to get information aboutrecycling--MANY THANKS TO BRIAN FOR ACCOMPLISHING THIS.
4.the 84 bins from the Alcoa grant have arrived and are ready for pick-up in Albuquerque.  Betsy will talk with people wanting to use them re possible pick up.

March Meeting

Reports from officers:
Betsy:  1.Did not contact Northwest Regional Solid Waste Authority but will do so this week.
           2. Schools did not get back to her regarding recycling.  Betsy and Jutta Stanoski will offer a written outline for this and send or bring it to the superintendent.
           3. MCRC did not get the award for coordination with the Community Pantry and McKinley paper from American Forest and Paperless Council.
           4. Doug Decker was to contact re when the transfer station will open and referred MCRC to Tom Trujillo
 
 Gerald:  l. Evan contacted Gerald re possible stimulus money for the Recycle Center. The money could be used for bins, employees and equipment.  Discussion ensued re how the Council could lend impetus to get the Recycle Center up and going. 
           Action--Get MOA out fromthe County--Betsy will talk with Tom Trujillo re NRSWA Board Meeting Date.  Betsy will write a letter to Patti Lundstron on delay of Recycle Center,.            Gerald has a template for creating MOA"S and will make a draft.  
 
   Secretary--Sally Worthington, clerk at State Hearing contacted and will send recommendations as soon as available.   Note(received 3/25)

NEW BUSINESS
1. Telephone books- new books are out--bins are in place--Linda will get out flyer for public re sites of bins
2, New bins--#85 have been obtained through a grant and will probably arrive in April. They are lidless.  Discussion re possible placement sites 
3. An e-mail was received from Bill Bright re company willing to recycle #5 plastic -some Whole Foods have agreed to collect.  We will contact store in Albuquerque re their participation.
4. It was decided that MCRC should have a web site to provide information to the public.  Brian agreed to get a Domain name and make draft for site.

3. T-Shirts--It was agreed to order 100 and approve logo at next meeting

February Meeting

    Present--Betsy, Brian, Gerald, Linda, Leigh, Barbara and B Decker.
 
I. Minutes of January meeting were read and approved. Treasurer report--no change in cash flow.
 
II. Report of Co-chair re landfill hearing
    The meeting on January 27 was one continuous meeting instead of 2 separate ones.  The statement of MCRC was read by Gerald emphasizing that the state had equal responsibility in causing the problem along with the county due to  their lack of enforcement.  The solid waste authority has violated the permit for years and the public does not want this pattern to continue.
 
The Northwest Regional Solid Waste Authority was granted a 5 year conditional permit listing 28 conditions outside of the ordinary regulations which must be followed.  The State will visit twice a year to check that these are being followed.
 
Plan of action by MCRC--Secretary will contact hearing clerk to get a copy of the proceedings and to ascertain when these visits will be made and outcome.  Co-chair, Betsy will contact  a  Northwest regional Solid Waste Authority member re this also.
 
Gerald also reported contact with Aurelia Ashley from NMED re new grant money available for proposals--it was determinted that this money is for governmental organizations only.
 
Report from other co-chair-Betsy
1. She will contact county re progress at transfer station.
2. She nominated MCRC for an award of $2000 dollars for work with the Community Pantry and Durango McKinley paper re recycling of white paper and cardboard.
3. She will be talking with the Superintendent of Gallup McKinley schools about recycling in the schools.
 
The format of the meetings was evaluated and it was determined that this was working but that we should add rules of etiquette and  start on time (Barb Decker will put together these rules for the next meeting)
 
The e-waste collection results were discussed--22.7 tons were collected.  IT WAS A HUGE SUCCESS!!!!
It was decided to repeat it in honor of Earth Day.  Betsy will contact Gary Estepp to set date for April 18--We will send publicity out again.
 
Election Cycle has been postponed to sending out a slate by February 15 and voting will take place on March 4.
 
Next meeting will be March 7, 2009 at the First United Methodist Church at 2 p.m.
